About this appAI proposal
Statute Ledger is a legislation management system for regional, municipal and departmental bodies. Staff draft, amend, version and publish laws, and track each item through the legislative process, in an installable web app.
The code is source-available. If the hosted price rises or service slips, your IT team can run the same software on its own servers. That option gives you leverage at every renewal.
Several bodies can join as one buyer group. They share a roadmap, pool funding and negotiate terms together, while each keeps its own data and its own instance.

- Why this name
- A ledger is a trusted record, and statute is the thing recorded. Two plain words that say what it keeps.
In the first version
Members say which features they would use. It tells PWAS what people want; it changes no score.
Versioned legislation
Every amendment is stored as a dated version. Compare any two versions side by side and see what the text said on a given day.

Bill and amendment tracking
Follow each item through stages such as drafted, in committee, voted and enacted, with an owner and a next step.

What it could be worthEstimate
What a software business making this much sells for today, from real deals. Pick a monthly revenue.
If it makes
Worth about
$194,000
Sale range $132,000 to $263,000
$120,000 a year in revenue
From 87 software businesses listed and sold on Empire Flippers in the last year, revenue vetted by the broker: they sell for about 19× their monthly revenue, most between 13× and 26×.
Measured on profit, the middle deal is 32× monthly net profit: about 2.7 years of profit.
An estimate, not an offer or financial advice. A real price depends on profit, growth, churn, how much of the work is the owner's, and the buyer.
How it would growAI proposal
How the product would reach new customers through its own use, and how the first ones would be found. A plan to test, not a result.
- Built-in loop
- Shared outputs. Published consolidated laws are public pages with stable links that lawyers, press and citizens open and cite, each carrying a small 'published with Statute Ledger' line.
- Do they become customers?
- Readers are mostly citizens and not buyers. Test whether staff at neighbouring bodies see the pages and ask about the tool. Buyer groups may also pull in new bodies.
- First customers
- Clerks and IT leads of mid-sized regional or municipal bodies in one country, preferably ones already unhappy with a legislation vendor's renewal terms.
- Where to reach them
- Municipal associations: Present the buyer group model at association meetings and to their procurement committees.
- Open government communities: Share the source and self-host guide with civic tech and public sector IT groups.
- Direct outreach to clerks: Offer a free import of one law with full version history as a pilot.
- First milestone
- Three bodies in one country sign a pilot, and one agrees to join a buyer group.
Why people already pay for this
- Public claimGovernment entities face vendor pricing risk and need credible alternatives to prevent price increases or service degradation.
- Public claimA source-available license allows governments to self-operate the software if vendor terms become unacceptable.
- Public claimMultiple government entities coordinating as a collective buyer can negotiate stronger terms than individual entities.

RisksAI inference
- CommercialGovernment buying is slow and tied to procurement rules. A small team may wait many months for a first paid contract.
- CommercialIf buyers can self-host for free, few may pay for hosting. The hosted service must be clearly easier than running it.
- RegulatoryLegislative formats, publication duties and accessibility rules differ by jurisdiction. The first version must target one.
- Intellectual propertySource-available licences are not open source. Licence wording needs legal review, and buyers may question it.
- TechnicalLegal texts need exact amendment history and structure. Importing existing records from older systems may be hard.
